It is the largest annual climate event of its kind, bringing together some 400 events and activities across the City of New York 鈥 in person, hybrid and online.</p>&#13; &#13; <p>This year it centred around the UN General Assembly, the UN Secretary-General鈥檚 Climate Ambition Summit as well as hundreds of national government, business and climate group initiatives, making it a unique opportunity for Cambridge to communicate with the world.</p>&#13; A mix of cooperation and competition between nations, and a strategic shift towards commercialisation, led to advances that policymakers must build upon.鈥</p>&#13; &#13; <p>Many consider high oil prices a key incentive for government spending on energy innovation as alternatives are sought, such as in the 1970s. Yet the study shows clean energy RD&amp;D continued to grow despite declining oil costs after 2008, leading researchers to assess other possible 'drivers' of cleantech investment this century.聽聽聽聽聽</p>&#13; &#13; <p> 探花直播research team conducted their analysis by creating two datasets. One tracked RD&amp;D funding from China, India and the member countries of the International Energy Agency.</p>&#13; &#13; <p> 探花直播other inventoried 57 public institutions working on energy innovation across eight major economies. These include agencies that fund energy tech such as ARPA-E in the US, the Carbon Trust in the UK, and India鈥檚 National Institute of Solar Energy.</p>&#13; &#13; <p> 探花直播study found intensifying competition in clean energy markets created a 'cumulative' investment boost across major economies 鈥 primarily driven by China, which grew cleantech RD&amp;D spending at double-digit rates every year (bar one) between 2003 and 2014.</p>&#13; &#13; <p>As original solar and wind industries in the US and Europe fought to keep up, an analysis of government reports conducted for the study shows RD&amp;D pushes in major economies were increasingly justified by referencing competitive threats from China. This included US investments post-2008 crash, Germany鈥檚 push into electric vehicles, and the EU Green Deal.</p>&#13; &#13; <p> 探花直播study pinpoints 2014 as the year China became a major player in cleantech across a range of areas, accelerating a gradual shift towards clean energy commercialisation and economic strategy that had already begun in other countries.聽聽</p>&#13; &#13; <p>For example, after 2014, public RD&amp;D institutions across the eight economies with a stated goal of 鈥渃ompetitiveness and economic growth鈥 increased by 14 percentage points.</p>&#13; &#13; <p>In addition, some 39% of RD&amp;D institutions ran as government-business partnerships before 2014, but increased focus on commercialisation with the rise of China saw this jump to 63% of institutions established or repurposed from 2015 onwards.</p>&#13; &#13; <p>鈥淐ompetition with China helped grow some clean technologies, but stymied others,鈥 said Anadon. 鈥淩esearch and development for onshore wind increased in major economics when Chinese firms entered the market. However, cleantech that was easily shippable, such as solar PV, suffered from intense Chinese investment that eliminated international competitors.鈥</p>&#13; &#13; <p>鈥淐ompetition is only half the battle, we also need global cooperation,鈥 she said.</p>&#13; &#13; <p> 探花直播study shows the 鈥淢ission Innovation鈥 鈥 a global initiative to boost cleantech development announced at COP21 in 2015 by President Obama, and backed by 20 nations including China and India 鈥 failed to double clean energy RD&amp;D spending by 2020, a stated aim.</p>&#13; &#13; <p>However, it did lead to significant increases in RD&amp;D for new clean and nuclear energy in the eight major economies for at least three years following launch, with government documents explicitly referencing Mission Innovation as the rationale for expanding clean energy funding.</p>&#13; &#13; <p> 探花直播team also investigated how this century鈥檚 crises influenced RD&amp;D. Stimulus packages following the 2008 financial crash and COVID-19 pandemic did little for new clean energy efforts, instead typically boosting RD&amp;D funding for 鈥渋ncumbent鈥 energy: fossil (including carbon capture and storage) and nuclear.</p>&#13; &#13; <p>鈥淯nlike the financial crash and pandemic, Russia鈥檚 war on Ukraine has caused an international crisis with energy at its core,鈥 Anadon added. 鈥淭his could lead to a global shift in government policies that harness both competition and cooperation to boost clean energy investment, such as a trade club for climate goods.鈥</p>&#13; </div></div></div><div class="field field-name-field-content-summary field-type-text-with-summary field-label-hidden"><div class="field-items"><div class="field-item even"><p><p>Analysis of energy RD&amp;D investment in major economies also found that commitments at COP21 yielded some positives. over 73% on average every time they collaborate with a government agency on 鈥渃leantech鈥 development 鈥 from next-generation solar cells to new energy storage materials.</p> <p> 探花直播study also found that every time a cleantech startup licensed a technology developed by a government agency, the company secured 鈥 on average 鈥 more than double the amount of financing deals when compared to similar startups: a 155% increase one year after taking out a licence. 聽聽聽</p> <p>Collaboration with universities and private firms are a familiar path for many startups, yet government partnerships are significantly undervalued when it comes to green technologies, say researchers.</p> <p>While the role of public-private partnerships in sectors such as biotech and IT is well known, they say that 鈥 until now 鈥 there has been a lack of data on the effectiveness of these alliances in cleantech. <a href="https://www.repository.cam.ac.uk/handle/1810/289814"> 探花直播study is published in the journal <em>Research Policy</em></a>.聽</p> <p>鈥淥ur findings suggest that some of the signs commonly used to track innovation and business success, such as patents and financing, increase when new cleantech companies partner with US government departments or labs,鈥 said study co-author Laura Diaz Anadon, Professor of Climate Change Policy at the 探花直播 of Cambridge.</p> <p>Prof Claudia Doblinger, study first author from the Technical 探花直播 of Munich, said: 鈥淕overnment research laboratories have a major role to play in the climate challenge but also the growth of small businesses 鈥 twin objectives at the heart of many policy discussions, such as the Green New Deal in the United States.鈥</p> <p> 探花直播researchers built a new dataset of 657 US cleantech startups and the more than 2,000 partnerships those companies established between 2008 and 2012, to gauge the different outcomes for private and public alliances.</p> <p>Around 66% of the startups were less than five years old in 2008, with the remaining 34% commencing during the selected study period. 探花直播research included companies across the sustainable sector: from wind to marine power, and recycling to batteries.</p> <p>In addition to the benefits seen in patenting and investment, researchers also found that alliances with some of the stronger innovation outcomes were outside of major tech hubs such as Silicon Valley 鈥 suggesting the potential for building 鈥渞egional ecosystems鈥.聽</p> <p> 探花直播National Renewable Energy Laboratory (NREL), for example, part of the US Department of Energy and situated in Colorado, is a 鈥減rominent example of government organisations in the US partnering with cleantech startups鈥, say researchers.</p> <p>A major player in the development of green technologies, NREL it worked throughout the 2000s with startup companies in 鈥渢hin film鈥 such as First Solar, which in 2009 became the largest producer of Cadmium Telluride solar technology.</p> <p>Researchers point out that NREL has granted more than 260 licenses since 2000, and this study shows the value of government agencies such as this have on startups in particular.</p> <p> 探花直播study鈥檚 authors argue that the scale, facilities, and longer-term perspective of state agencies, such as the US Department of Energy and its seventeen national laboratories, naturally complement the nimble startups that can sniff out and adapt technological developments to market opportunities at a faster rate.</p> <p>鈥淕overnments can and should have longer-term perspectives when compared to the private sector, and thus play a critical role in energy innovation,鈥 said study co-author Prof Kavita Surana, from the 探花直播 of Maryland.</p> <p>鈥淏eyond grants and supporting the early markets, it is the joint development and transfer of knowledge that government agencies are able to foster with startups that makes a difference.</p> <p>鈥淎s the US Congress and civil society prepare to debate the substance of the policies like the Green New Deal, facilitating public-private partnerships could well be an important, and relatively inexpensive, part of any forward-looking policy package,鈥 said Surana.</p> <p>Doblinger says that to forge lasting partnerships with emerging businesses, government agencies should test out incentives that support collaborative projects.</p> <p>鈥淚nitiatives such as investing more in technology transfer capabilities, starting entrepreneurs in residence programs, or allowing government scientists to take temporary leave to work with a private firm, could reduce information asymmetry and provide incentives to researchers,鈥 she said.</p> <p>Anadon believes that the lessons from the study are worth considering in national contexts beyond the US. 鈥淔or the agencies of any government to successfully work with startups, sufficient and stable funding is vital 鈥 along with technology transfer and communication support.鈥</p> <p>鈥淥ur findings should be taken into consideration whenever funding for public research into sustainable energy is being debated.
